Today, we would like to provide information on the Immigration Levels Plan 2025-2027 and the Annual Report 2024, which includes important highlights and related information on immigration to Canada.
Immigration Levels Plan 2025-2027
The Immigration Levels Plan is a set of guidelines released annually regarding new immigration policies for the next three years.
The Immigration Levels Plan 2025-2027, announced on October 24, 2024, aims to control population growth and maintain economic stability by reducing annual targets for permanent and temporary residents. For the first time, the plan includes controlled targets for international students and foreign workers.
Immigration target for 2025-2027:
The targets for 2025 and 2026 have been revised down from the originally set goal of 500,000, as announced in the Immigration Levels Plan 2024-2026, and a new target for 2027 has been introduced in this announcement.
2025:395,000 immigrants
2026:380,000 immigrants
2027:365,000 immigrants
Target for Temporary Residents (Work Permit / Study Permit):
The Canadian government intends to reduce the share of temporary residents to 5% of the total population by the end of 2026.

Big Changes!! International Student Program
Emphasis on Immigration in the Economic Class:
While the Canadian government intends to reduce the overall number of immigrants, it has given the largest percentage to the Economic class. Particularly an emphasis is put on immigrants applying through Express Entry for Work Permit holders already in Canada, such as those in the Federal Skilled Worker (FSW), Canadian Experience Class (CEC), and Federal Skilled Trade (FST) programs.

Highlights of Annual Report 2024
The annual report is a report that provides information about Canada’s immigration program to parliament. It includes details of the challenges and achievements of the previous year, as well as plans for the upcoming year. The highlights of the Annual Report 2024 are as follows.
International students:
In 2023, Immigration, Refugees and Citizenship Canada “IRCC” conducted a review of the International Student Program to help modernize and strengthen the integrity of the program. As a result of the review, the following rule changes were announced.
- Enhanced Verification of Letter of Acceptance – Starting December 2023, post-secondary designated learning institutions (DLIs) will be required to confirm every applicant’s letter of acceptance (LOA) directly with IRCC.
- Raising the cost-of-living requirement for Study Permit – Starting January 1, 2024, the cost-of-living financial requirement for Study Permit applicants has been raised to $20,635 or higher in addition to their first year of tuition and travel costs.
- Cap on Study Permits – IRCC has announced an annual cap on the number of Study Permits to be issued for 2024. This limit is expected to result in approximately 360,000 approved Study Permits, reflecting a 35% decrease compared to 2023.
Temporary Foreign Workers:
In 2023, IRCC granted permanent residency to 156,580 temporary Work Permit holders, a 49% increase from the previous year.
