Immigration Policy Changes from January 2026

Hello World! In today’s blog, we would like to introduce five changes to Canada’s immigration policies that came into effect during the year-end and New Year period.

1. Graduate Students – No PAL/TAL Requirement

International students enroll in Master’s or PhD programs

Starting January 1, 2026, international students applying to Master’s or PhD programs at public Designated Learning Institutions (DLIs) no longer required a Provincial/ Territorial Attestation Letter (PAL/TAL) when applying for a Study Permit.

  • There is no cap on the number of Study Permits for Master’s and PhD students
  • PhD students applying from outside Canada may receive their Study Permit within as little as two weeks

As a result, studying at Canadian graduate schools and PhD programs has become more accessible. Please read our last year’s blog for more details.

2. Star-Up Visa – New Applications Suspended

Foreign entrepreneurs seeking Canadian permanent residence (PR)

In December 2025, Canada stopped accepting two types of new applications for the Start-Up Visa (SUV) program, which allows foreign entrepreneurs to apply for PR by starting a business in Canada.

  1. Effective December 31, 2025, the Start-Up Visa Program stopped accepting new PR applications
    * Exception: Applicants who have already received a commitment certificate from a designated organization issued in 2025 may apply until June 30, 2026
  2. Effective December 19, 2025, the Start-Up Visa Program stopped accepting new Work Permit applications
    * Exception: Applicants who already hold a Work Permit and have a PR application in process may be eligible to extend their Work Permit

Previously, the SUV program could take as long 10 years for overseas entrepreneurs to obtain permanent residence. The Canadian government stated that this change is part of a shift toward a new pilot program for immigrant entrepreneurs. Further details will be announced in the future.

3. Ontario – Reduced Barriers for Licensed Professionals

Licensed professionals from other provinces who plan to work in Ontario

From January 1, 2026, Ontario allowed certain professionals licensed in other provinces or territories to start working in their profession within as little as 10 days.

Previously, many professionals waited up to six months to begin work in Ontario. Under the new rules, professionals can start working within 10 business days once Ontario’s regulatory body validates their out-of-province credentials. They can continue working for up to six months while they get Ontario-based authorization.

The policy covers over 50 regulatory bodies and 300 professional certifications, including architects, engineers, electricians, and selected healthcare occupations.

4. Alberta – Stricter Requirements for the Rural Renewal Stream

Starting January 1, 2026, Alberta introduced stricter rules for the Rural Renewal Stream, an immigration pathway for foreign workers with job offers in designated rural communities in Alberta. The key changes include:

  • Aplicants living in Canada must hold a valid Work Permit both at the time of application and during assessment (*Maintained status does not qualify)
  • Workers in lower-skilled occupations (TEER 4 or 5) must live in Alberta
  • Designated communities limit the number of candidates they can recommend each year
  • Designated communities limit the validity of recommendation letters to 12 months

Alberta made these changes because the number of applications continues to exceed the available nomination spots, while the federal government reduces overall PR allocations.

5. Home Care Worker Program – Application Paused Until 2030

On December 19, 2025, IRCC announced a pause in new applications for the Home Care Worker Pilot Program from March 31, 2026, through March 30, 2030.

Launched in 2025, this program provides PR opportunities for home care workers who support seniors, children, and individuals with disabilities. IRCC had planned to reopen applications in March 2026. However, due to very high demand for this program, IRCC will prioritize processing existing applications before accepting new ones.
