Important!! NOC adds New TEER in Nov 2022

Hello World! Today we would like to talk about the National Occupational Classification (NOC) 2021, which will be implemented on November 16, 2022.

The new NOC adds a new TEER classification for each occupation and the existing categories based on skill type and skill level will be changed.

Please be sure to read the below if you plan to apply to a program that uses NOCs.

What is the NOC and the New TEER System?

What is the NOC?

NOC is a code that describes occupations in the Canadian labour market. NOC is required when applying for a Work Permit or Permanent Residence in Canada. Applicants select the NOC that best fits their job description, and the application will be assessed based on the job description and conditions described in the NOC.

The current NOC consists of a 4-digit code for each occupation, with 0, A, B, C, or D indicating its skill type and skill level.

Generally, NOC skill level B or higher is considered as a Skilled Worker. For example, if you apply for Permanent Residence through Express Entry, your occupation must be NOC skill level B or higher.(Read the article on Express Entry here.)

What is the new TEER system?

A new classification system that will be introduced on November 16, 2022. The current NOC skill type and skill level structure (NOC 0, A, B, C and D) will be replaced with a 6-level TEER Categories 0-5, referring to the degree of Training, Education, Experience and Responsibilities needed for an occupation.

Most occupations will stay in the TEER category that is equal to the skill type and skill level in the table below. However, please note that Skill level B jobs may become TEER 2 or TEER 3 jobs.

In addition, 4-digit occupation codes will become 5-digit codes.

Notable Changes in New TEER System

With the transition to the NOC 2021 effective November 16, 2022, the following changes will be made.

  • The current NOC skill type and skill level structure (NOC 0, A, B, C and D) will be replaced with 6-level TEER Categories 0-5, referring to the degree of Training, Education, Experience and Responsibilities required by the occupation.
  • The 4-digit occupation codes will become 5-digit codes.
  • Immigration, Refugees and Citizenship Canada (IRCC) will update the eligibility criteria for all programs that use the NOC.

As a result, the following 16 occupations will become eligible under Express Entry.

  • Payroll administrators;
  • Dental assistants and dental laboratory assistants;
  • Nurse aides, orderlies and patient service associates;
  • Pharmacy technical assistants and pharmacy assistants;
  • Elementary and secondary school teacher assistants;
  • Sheriffs and bailiffs;
  • Correctional service officers;
  • By-law enforcement and other regulatory officers;
  • Estheticians, electrologists and related occupations;
  • Residential and commercial installers and servicers;
  • Pest controllers and fumigators;
  • Other repairers and servicers;
  • Transport truck drivers;
  • Bus drivers, subway operators and other transit operators;
  • Heavy equipment operators; and
  • Aircraft assemblers and aircraft assembly inspectors.

The following occupations will become ineligible for Express Entry.

  • other performers;
  • program leaders and instructors in recreation, sport and fitness; and
  • tailors, dressmakers, furriers and milliners.

As noted above, programs using NOC skill types and skill levels will transition to using TEER categories starting November 16, 2022.
