Program Update – Intra-company transferee
Hello World! Today we would like to share updated information about Intra-Company Transferee (ICT) Work Permits.
On October 3, 2024, Immigration, Refugees, and Citizenship Canada (IRCC) made important updates to the instructions for Work Permits under the ICT program. These updates are intended to improve navigation and clarity for officers processing ICT applications.
Intra-company transferee Work Permits
This is a Work Permit for intercompany transfers that do not require a Labour Market Impact Assessment (LMIA). Executives, Managers, and Specialized Knowledge Workers positions are qualified to apply for this Work Permit.

ICT Work Permits Update Details
The following updates are intended to simplify navigation and improve officers’ ease of access.
“Multinational Corporation” Criteria:
ICTs must be transferred from a foreign enterprise that is part of an existing multinational corporation (MNC).
The updated instructions provided clearer guidance on how to determine whether a company qualifies as a multinational, emphasizing that the MNC must have business operations and generate revenues in at least two countries.
Definition of “Specialized Knowledge”:
Criteria for assessing whether an ICT applicant has specialized knowledge and whether the job requires specialized knowledge have been clarified.
It was also emphasized that ICT applications for low-skilled positions should be reviewed more closely to ensure that the applicant has specialized knowledge (and that the position requires specialized knowledge).
Simplified Instructions for ICT Applications:
The ICT descriptions have been consolidated into a single page. This allows staff to quickly review relevant guidelines and reduce page-to-page navigation.
In addition, the following content has been updated and clarified for ICT applications.
- Required work experience and employment history with the foreign enterprise.
- The location of employment requirements.
- Requirements for changing different ICT categories.
- The maximum duration allowed for ICT Work Permits; and
- ICT eligibility requirements for establishing a new enterprise.
