Changes on International Student Programs
Hello World! Today, we would like to share information on International Student Programs. Immigration, Refugees and Citizenship Canada (IRCC) announced a set of measures aimed at strengthening the program and better protecting international students from fraud.
This is a must-read for those who plan to apply for a Study Permit or Post-Graduation Work Permit “PGWP” in the future!
Key Changes on the Programs
The new measures include the following:
1. Enhanced Verification of Letter of Acceptance
Starting December 1, 2023, post-secondary designated learning institutions (DLIs) will be required to confirm every applicant’s letter of acceptance (LOA) directly with IRCC.。
This new verification process aims to protect prospective students from LOA fraud ensuring that Study Permits are issued only on the bases of genuine letters of acceptance.
2. “Recognized Institution” Framework
By the fall 2024 semester, IRCC will introduce a “recognized institution” framework. This framework will benefit post-secondary DLIs that set a higher standard for services, support, and results for international students.
These DLIs will benefit from priority processing of Study Permit applicants who plan to attend their school.
3. Reassessing the PGWP Program
In the coming months, IRCC will assess the criteria for the PGWP, with an aim to bring it more closely in line with the needs of the Canadian job market, as well as regional and Francophone immigration goals.

Background of the Changes
In June 2023, there had been reports of international students and graduates facing removal from Canada, after letters of acceptance submitted as part of their Study Permit application were determined to be fraudulent.
Many of these international students sincerely came to Canada to pursue their studies and were duped by bad actors who claimed to be helping them in their immigration application process.
To strengthen Canada’s international student program and protect international students from fraud, IRCC announced the plan to implement measures listed above and to work more closely with DLIs.
