Extends Online Study Period until Aug 2023
Hello World! Today we would like to share an update on the Post-Graduate Work Permit (PGWP). Please also check our previous article on a PGWP from here.
What is Post-Graduation Work Permit (PGWP)?
The PGWP is an open Work Permit. International students who have completed a course for more than 8 months and earned a degree, diploma, or certificate from a designated learning institution (DLI) are eligible for the Work Permit. You have up to 180 days to apply for a PGWP after you get your degree, diploma or transcript or official letter from your school. To be eligible, your Study Permit must have been valid at some point during these 180 days.
For more detail about PGWP, please check the following video on YouTube. (The video is in Japanese.)
Throughout the pandemic, special measures allow international students to continue their studies online from outside Canada while maintaining eligibility for the PGWP. The deadline for this measure has now been extended to August 31, 2023.
Transition Period for the Special Measure
Online study is not normally eligible for a PGWP application. It has allowed international students to count time spent studying online from outside Canada toward the length of a PGWP since the COVID-19 pandemic. This online study does not affect the eligibility requirements for permanent residence.
This rule was originally set to end in August 2022. After discussions among provinces, territories and education authorities, the Canadian government has created a transition period, extending this measure until August 31, 2023.
However, after September 1, 2022, the scope of the special measures is being reduced, and international students who are outside the country are encouraged to return to Canada.
International students who submitted a Study Permit application no later than August 31, 2022:
You may continue to study and complete up to 100% of your program online without affecting your PGWP eligibility. However, study time completed from outside the country after September 1, 2023, will be deducted from the length of the PGWP, regardless of the time you began your studies
International students who start programs from September 1, 2022, to August 31, 2023:
- To maintain eligibility for a PGWP, 50% or more of the credits must be earned in Canada. Credits earned through online study from outside Canada must be less than 50%.
- Studies completed online from outside Canada starting on September 1, 2023, will be deducted from the length of a future PGWP.

As mentioned above, the special measure has been extended to August 31, 2023. But it is being reduced in scope since September 2022.
The duration of the PGWP is important for those who wish to obtain Canadian permanent residence in the future. We recommend that you continue with your study with a good understanding of this change.
