Current Status – New Rules for Study Permit
On January 22, 2024, Immigration, Refugees and Citizenship Canada (IRCC) announced news that significantly affects people planning to study in Canada. (Read more about the news here.)
The number of Study Permits issued will be limited over the next two years; for 2024, the cap is expected to result in approximately 360,000 approved Study Permits, a decrease of 35% from 2023.
In addition, a Provincial Attestation Letter (PAL) from each province/territory is now required for most new Study Permit applications. As of March 8, 2024, the BC (British Columbia) government began issuing PALs. Other provinces and territories will establish a process for issuing attestation letters to students by no later than March 31, 2024. IRCC will update its website with more information as it becomes available from each province and territory.
Provincial Attestation Letter (PAL) from BC
The BC government began issuing PALs effective March 4, 2024. PALs are sent by province to the educational institution then from the institution to the applicant. Applicants must submit the letter along with their Study Permit application.
This letter certifies that the applicant has been accounted for within the limits set by the federal government. Institutions that use their full allocation will not be able to submit more applications until a new allocation is issued for the following year.
BC’s allocation allows for 83,000 undergraduate Study Permit applications. The distribution of PALs is announced as 53% for public post-secondary institutions and 47% for private institutions.
