Hello World! Today, we would like to share the latest news of the new Minister of Immigration, Refugees and Citizenship and updates on the Express Entry program.

Following Mr. Mark Carney’s recent appointment as Canada’s 24th Prime Minister, Ms. Rachel Bendayan has been named the new head of Immigration, Refugees and Citizenship Canada (IRCC), succeeding former Minister Marc Miller.

Important Update on the Express Entry

On February 27, 2025, Immigration, Refugees and Citizenship Canada (IRCC) announced changes to the 2025 Express Entry category-based selection, introducing a new category for education-related occupations.

What is Category-based selection?

The category-based rounds of invitations target specific categories set by the government to meet Canadian labour market needs and economic goals. Candidates in specific categories will be selected based on the following criteria.

  • Ability to communicate in an official language
  • Work experience
  • Education

Selected Categories for 2025

Eligible categories are selected based on labour market information and predictions as well as information received from provinces and territories, and stakeholders across the country.

For this year, the following categories were selected.

  1. French-language proficiency (with a minimum score of 7 in all 4 language abilities on the Niveaux de compétence linguistique canadiens “NCLC”)
  2. Healthcare and social services occupations
  3. Science, Technology, Engineering and Math (STEM) occupations
  4. Trade occupations
  5. Agriculture and agri-food occupations
  6. Education occupations (NEW)

For categories 2 through 6, candidates must have at least 6 months of continuous work experience (in Canada or abroad) within the past 3 years in a listed occupation.

Also, the occupations within each target category have been updated, with several new occupations added and others removed. (For example, occupations in the transportation sector have been excluded, while positions such as daycare workers and cooks have been newly added.)
