On November 1, 2022, Immigration, Refugees and Citizenship Canada (IRCC) announced its Immigration Levels Plan 2023-2025.

Immigration Plan for the Next 3 years

The Canadian government releases its Immigration Levels Plan each year for the next three years. The Immigration Levels Plan 2023-2025 announced on November 1, 2022, aims to help businesses find workers and acquire the skills they need in key sectors such as health care, skilled trades, manufacturing, and technology to address the social and economic challenges Canada will face in the future.

Last year Canada welcomed over 405,000 new immigrants, the most in its history. Each year, Canada aims for higher targets: in 2023, they aim to admit 465,000 immigrants, going up to 485,000 immigrants in 2024 and 500,000 immigrants in 2025.

The number of immigrants through the *Federal High Skilled, the Provincial Nominee Program (PNP) and the Family Class is expected to expand between 2023 and 2025.

Highlights of the Immigration Levels Plan

The plan builds on ongoing efforts to spread the benefits of immigration to communities across the country, with a focus on regional immigration, strengthening immigration systems, and supporting the vitality of French-speaking communities outside Quebec.

Highlights of the levels plan include: 

  • a long-term focus on economic growth, with over 60% of admissions in the economic class by 2025
  • using new features in the Express Entry system to welcome newcomers with the required skills and qualifications in sectors facing labour shortages such as health care, manufacturing, building trades and STEM (Science, Technology, Engineering and Math)
  • increasing in regional programs to address local labour market needs through the Provincial Nominee Program, the Atlantic Immigration Program, and the Rural and Northern Immigration Pilot
  • reuniting more families faster
  • ensuring that at least 4.4% of new permanent residents outside Quebec are French-Speaking 
  • supporting global crises by providing a safe place for people facing persecution, by expanding the Economic Mobility Pathways Pilot
