Strategy to Expand Immigration

Hello World! Today we would like to talk about a new immigration strategy focused on increasing opportunities to transition from Temporary Resident to Permanent Resident (TR to PR).

Immigration, Refugees and Citizenship Canada (“IRCC”) has proposed a plan to help foreign workers and students obtain permanent resident status in Canada.

Five Strategies for Temporary Residents Seeking PR Status

Temporary foreign workers and international students play an important role in Canada’s post-pandemic economic growth. IRCC has proposed the following five strategies to support those individuals in obtaining permanent resident status.

(1) Increase the Immigration Level

To address labour market shortages and promote economic growth, Canada has indicated its intention to welcome over 430,000 new immigrants each year which is the highest level in its history. This year, Canada expects to welcome 431,645 newcomers.

On November 1, 2022, IRCC released its ” 2023-2025 Immigration Level Plan.” According to this plan, 500,000 immigrants will be accepted annually by 2025, which is good news for those who are looking to obtain permanent residency.

(2) Reform the Express Entry System

Improve the Express Entry system to allow IRCC to invite candidates based on an economic goal, labour market needs, and local economic priorities. IRCC will also review the Comprehensive Ranking System criteria under Express Entry, particularly points awarded for Canadian work experience and education, language proficiency, and a job offer.

(3) Adopt the NOC 2021

Effective November 16, 2022, IRCC will start using the National Occupational Classification (“NOC”) 2021, adding a new TEER classification. The current NOC skill type and skill level structure (NOC 0, A, B, C and D) will be replaced with a 6-level TEER Categories 0-5, referring to the degree of Training, Education, Experience and Responsibilities needed for an occupation.

(4) Increase French-Speaking Immigrants Outside Quebec

IRCC aims to increase French-Speaking immigrants outside Quebec and add a new Municipal Nominee Program. IRCC also continues to work with provinces, territories, and Canadian employers to improve the Provincial Nominee Program (PNP) system.

(5) Modernize the Immigration System

IRCC aims to increase processing capacity, improve client experience, and modernize the immigration system through technological improvements to welcome newcomers to Canada as permanent residents as quickly as possible.
